Billy Kelley, Sr.

Toone, TN

Billy Kelley, Sr., a beloved member of the Toone community, passed away on September 28, 2025, in Jackson, Tennessee. He was born on November 10, 1940, in Toone, where he spent his entire life.  He was the first fire chief to organize and obtain state recognition for the Toone Fire Department and served several years as fire chief.  He dedicated countless hours of labor in the construction of the Toone City Park.  Billy also served 28 years on the Toone City Council.  He dearly loved and continued to serve the Town of Toone until he was no longer physically able.  Billy is survived by his cherished wife, Jackie Kelley of Toone, whom he married on March 30, 1991; his daughter, Carol Malone and her husband Mike of Toone; and his son, Billy Houston Kelley, Jr. also of Toone. He leaves behind numerous grandchildren, great-grandchildren, and great-great-grandchildren who will carry on his memory.

Billy was an accomplished electrician and the owner of Billy Kelley Electrical, Industrial, Commercial. Throughout his career, he was known for his exceptional skills and his willingness to lend a helping hand to those in need. Graduating from Bolivar Central High School in the class of 1958, he honed his skills and passion for working with his hands, becoming a handy-man who could fix anything that came his way.

A lifelong Baptist, Billy often attended Forrest Hill Pentecostal Church, where he found a strong sense of community and fellowship. He was tender-hearted, especially towards animals, and he had a zest for life that included riding motorcycles and traveling. His presence will be deeply missed by all who had the privilege of knowing him.

Billy was preceded in death by his father, Willie Thomas Kelley; his mother, Lillie Mae Curlin Kelley; his daughter, Barbara Wiggins; and his sisters, Louise Moore, Josephine McNatt, and Virginia Ann Griffin. Their memories are forever etched in the hearts of those who loved them.

Billy H. Kelley, Sr. lived a life full of love, hard work, and dedication to his family and community.
